Plant Design

1.The Government of Islamic Republic of Pakistan has received financing from the International Development Association (IDA) toward the cost of the DASU Hydropower Stage I Project and intends to apply part of the proceeds toward payments under the contract for Plant Design, Supply & Installation of 765/220 kV Grid Station at Mansehra.
2. The National Transmission & Despatch Company Limited (NTDCL) intends to prequalify contractors for the Project comprising two main packages:

Package I:
Construction of 765 KV transmission line (comprising two lots/two contracts):
Lot 1: Dasu to Mansehra 157 km; and
Lot 2: Mansehra to Islamabad 97.6 km

Package II:
Construction of 765/220 KV Grid Station at Mansehra (one contract).
3.The current prequalification is for Package II. The prequalification processes, bidding and implementation of the three contracts under Package I and Package II will be done simultaneously. Applicants participating in the prequalification processes for more contracts and who want to be prequalified for all of them should meet the prequalification requirements on an aggregate basis for all contracts.
4.The scope of works under Package II (one contract) for “Plant Design, Supply and Installation of 765/220kV Grid Substation at Mansehra” (Ref. No.PQ-DASU-GS-01) to be completed within four (4) years includes the provision of detailed design for the substation, manufacturing, inspection, testing, delivery, storage at site of the material and equipment and associated spare parts, installation, erection, field tests, and commissioning, civil works including access roads as required for construction and all in compliance with all applicable Environmental, Social, Health and Safety requirements for the construction; as well as the training of Employer’s personnel and provision of all as-built drawings and operation & maintenance manuals for the Plant.
It is expected that the Request for Bids will be made in May 2020.The Applicant must satisfy the Qualification Criteria and Requirements set forth in Section III of the Prequalification Document.
Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.
